The annual festival was first held in 2001 to inherit and develop the artistic spirit of Baudeogi, a local female clown who carried out activities during the Joseon period. In 2006, the festival was designated as an official event of the International Council of Organizations of Folklore Festival and Folk Arts (CIOFF), a body providing consulting services to the UNESCO. The event is said to be the most uniquely Korean, yet universally appealing festival based on local tradition. Programs include street parade, opening ceremony, closing ceremony, folk performances of foreign countries, Namsadang (Itinerant Troupe) puppet show, mock Korean traditional wedding ceremony, etc.
